Good governance plays an important role in a country's stability, prosperity, and ability to provide opportunities for its citizens.

According to the Chandler Good Government Index (CGGI) 2025, these ten countries ranked among the world's best-governed nations: Singapore, Denmark, Norway, Finland, Sweden, Switzerland, the Netherlands, Germany, the United Arab Emirates, and Luxembourg.

The index evaluates governments using 35 indicators across seven pillars, including leadership and foresight, strong institutions, financial stewardship, robust laws and policies, and helping people rise.

Singapore holds the number-one position, maintaining its leading rank from the previous year. Its performance reflects strong government capabilities, effective institutions, financial management, and long-term strategic planning.

Singapore has consistently performed strongly since the CGGI was launched, demonstrating the importance of building capable public institutions over time.

Denmark ranks second, followed by Norway, Finland, and Sweden. The strong representation of Nordic countries illustrates the region's reputation for effective institutions, sound public administration, and policies designed to support citizens and economic development.

Denmark and Norway retained their positions from 2024, while Finland and Sweden also remained among the world's leading performers.

Switzerland ranks sixth, followed by the Netherlands in seventh. Both countries benefit from mature institutions and well-developed economic and administrative systems. Germany, meanwhile, moved up one position to eighth in the 2025 ranking, demonstrating an improvement in its overall governance performance.

A particularly notable development is the rise of the United Arab Emirates (UAE), which entered the global top ten at ninth place after climbing five positions from 2024.

The CGGI identified improvements in areas such as financial stewardship and strong institutions as important contributors to the UAE's progress. It was also the only Middle Eastern country in the 2025 top ten.

Luxembourg completes the top ten at tenth place. Although it declined two positions from the previous year, it remains among the world's highest-performing governments.

Overall, the CGGI rankings show that effective governance is not simply about economic wealth. The index emphasizes government capabilities, institutions, policies, and the ability to translate these capabilities into better conditions for citizens.

These ten countries provide different examples of how governments can develop strong institutions, plan for the future, manage public resources, and create environments where people and businesses can thrive.
